Manuals are the tool used for transferring knowledge and imposing standards. Sometimes they are a legal requirement. Sometimes they just help the business to run more effectively. They need to have purpose, and be designed to deliver business benefit. Manuals usually have to target multiple audiences. For instance, for senior management a summary will often provide all the information required.
